The European Commission and the Italian Agency for Development Cooperation (AICS) co-finance the project "Support for the management of water resources and the water-energy-agriculture nexus in the Senegal River Basin (WEFE-Senegal) ”, implemented by the Joint Research Center of European Commission (CCR) and AICS.
This call for proposals is part of the activities implemented by the WEFE-Senegal project and has the general objective of: Identifying and implementing community projects in areas priority areas of the program, the Fouta-Djalon in Guinea and the Haut Bassin Malien in Mali.
The specific objectives of this call for proposals are:
- Strengthen skills at the local level for sustainable management of natural resources;
- Improve the protection of water resources, soils and the environment in the areas intervention.
The priorities of this call for proposals are:
- Fouta Djalon (Guinea), Region of Mamou, Rural commune of Tolo:
- Promotion of sustainable management of natural resources and education on the environment and the use of alternative and sustainable energy sources;
- Development and promotion of a plan for the management and use of bioenergy at regional level;
- Establishment of a community organization for the management and maintenance of irrigated perimeters and support for collective management of irrigation works;
- Development of sustainable solutions for agriculture.
- Haut Bassin Malien, Region of Kayes, Cercle de Bafoulabé, rural communes of Bafoulabé, Oualia and Mahina:
- Development and promotion of a plan for the management and use of bioenergy at regional level;
- Implementation of the local consultation and action framework for the sustainable management of resources natural;
- Support for village organizations.
Each proposal must address only one of the priority areas, taking into account the expertise of the applicant and any co-applicants or affiliated entities, as well as existing, ongoing or come to the Senegal river basin (OMVS, member countries, technical and financial partners, etc.) to avoid any duplication and reinforce synergies of analysis and action.
Funding Information
The overall indicative amount made available under this call for proposals is EUR 655,000. The Contracting Authority reserves the right not to allocate all of the available funds.

- Fouta-Djalon (Guinea): Minimum EUR 335,000 and Maximum EUR 350,000
- Upper Malian Basin (Mali): Minimum EUR 290,000 and Maximum EUR 305,000
Eligibility Criteria
Lead applicant(s)
To be eligible for a grant, the lead applicant must:
- be a legal person and
- have no profit motive and
- belong to one of the categories of civil society organizations (EU Regulation No. 233/2014) and
- be established in a Member State of the European Union or in a country eligible for the ICD external financing and
- be directly responsible for preparing and managing the action with the co-applicant (s) and the affiliated entity or entities, and not act as an intermediary and
- have and demonstrate the legal and technical capacity to operate on site in the country covered by the proposed action or
- act with at least one co-applicant established in the country covered by the proposed action.
Co-applicant(s)
- The co-applicants participate in the development and implementation of the action, and the costs they bear are eligible in the same way as those supported by the lead applicant.
- Co-applicants must meet the same eligibility criteria that apply to the applicant leader himself.
- Co-applicants must sign the mandate form.
Affiliated Entity(ies)
- The lead applicant and his or her co-applicant (s) may act with one or more affiliated entities.
- Only the following entities can be considered as affiliated with the lead applicant and / or to the co-applicant(s):
- Only entities that have a structural link with the applicants (the lead applicant or a co-applicant), in particular a legal or capital link.
- This structural link mainly encompasses two concepts:
- control, within the meaning of Directive 2013/34 / EU relating to annual financial statements, consolidated statements and the related reports of certain types of companies:
- Entities affiliated with an applicant can therefore be:
- entities controlled directly or indirectly by the applicant (subsidiaries or subsidiaries of first rank) or controlled by an entity itself controlled by the applicant (sub-subsidiaries or second-level subsidiaries), and this is valid for the other control levels;
- entities directly or indirectly controlling the applicant (parent companies). Of the same way, they can be entities controlling an entity controlling the request or;
- entities controlled, directly or indirectly, at the same level as the applicant (sister companies).
- membership, i.e. the applicant is legally defined as, for example, a network, a federation or association of which the proposed affiliate is a member, or the applicant is member of the same entity (for example, a network, a federation, an association, ...) as the entity proposed affiliate.
