Emergency Program in Libya for Improvement of Basic Health Services and Protection for most Vulnerab

The Italian Agency for Development Cooperation of Tunis (hereinafter “AICS”) intends to select, pursuant to art. 19 of the Articles of Association (DM 113/2015), emergency projects of non-profit entities for the implementation of the "Emergency program in Libya for the improvement of basic health services and protection for the more population vulnerable"(AID 12031).

The Program in question intends to contribute to the achievement of the strategic objectives established in HRP 2020, in particular in the health and protection sectors. To meet the needs identified in the health sector, which represents the first sector for investment needs and the second for number of people in need, the Humanitarian Response Plan 2020 has identified three specific objectives:

  • increase access to health, guaranteeing health services and services, taking account of the most vulnerable segments of the population and with a particular focus on outbreaks epidemics;
  • consolidate the capacity of the health system to provide basic services and improve health information systems;
  • strengthen the resilience of the health system to respond to further shocks.

As for the protection sector, the third sector for the number of people in the state of necessity, the specific objectives set by the HRP 2020 are two:

  • promote the humanitarian protection of Libyan and non-Libyan individuals, particularly in the most areas affected by the conflict or more marginalized, through the provision of specialized services protection, such as psychosocial support, legal etc.
  • Strengthen the ability to analyze the protection needs of grassroots communities as well of entities, institutions and civil society, through dissemination initiatives of awareness, advocacy and technical training.

Beneficiaries

  • The direct beneficiaries of the interventions will be:
    • Patients of health facilities identified among the most vulnerable including displaced persons, refugees, migrant people;
    • Families and individuals belonging to the most vulnerable groups of the population and in especially those who have disabilities;
    • Women, victims or potential victims of gender-based violence, beneficiaries of activities of prevention, protection, psychosocial and legal assistance;
    • Community-based organizations and the staff of the municipalities that are involved in management of local health and social services;
    • Libyan civil society organizations, which thanks to pre-existing collaboration agreements with the CSOs registered in the list pursuant to art. 26, paragraph 3, of Law 125/2014 and subsequent amendments and ii., may, pursuant to the resolution of the Joint Committee 49/2018, participate in this Call for Proposals, thus improving their technical and management skills.
  • The indirect beneficiaries will be the Libyan population of the Municipalities affected by the program which will benefit from the general improvement of living conditions. Particular attention will be dedicated to the disaggregation of data on beneficiaries (sex, age, disability) and to the selection of beneficiaries, which will be based on the vulnerability parameters will take into account, depending on areas of intervention, additional criteria to be developed together with the counterparties.

Funding Information

  • Funding requested from AICS not exceeding:
    • Euro 750,000.00 ( seven hundred and fifty thousand / 00 euros) in the case of a single project;
    • Euro 1,500,000.00 ( one million and five hundred thousand / 00 euros) in the case of a project joint presented by a Temporary Association of Purpose (ATS).
  • Maximum duration of the project activities: 10 (ten) months.

Locations of Intervention

The locations of intervention will be mainly those in which the highest levels of humanitarian emergency in the Fezzan region (districts of Wadi Ashshati, Al Jufrah, Sebha, Murzuq, Ghat, Wadi Al Hayat).

Eligibility Criteria

Non-profit entities can submit project proposals for this Call for Proposals that, at the date of publication of this document, are in possession of all the following requirements:

  • Registration in the list referred to in art. 26, paragraph 3, of Law 125/2014, or, for the subjects non-profit organizations with no operational headquarters in Italy (local and / or international non-profit entities), partnership agreement with one of the parties registered on the aforementioned list. The deal can be of various kinds (affiliation, association, partnership) but it must still be, under penalty general exclusion pre-existing to this Call for Proposals (and not limited therefore to a specific action or established only for the purposes of participation in this Call) it must remain valid even after the conclusion of the activities relating to the Call;
  • Specific and proven experience in humanitarian emergency interventions in Libya;
  • Proven experience in the health sector or in the health and protection sectors people;
  • For non-profit entities without an operational headquarters in Italy ( local non-profit entities and / or international), be established and in compliance with the legislation in force in the country of membership and in compliance with the provisions for non-profit entities from same legislation;
  • They are not indebted to the MAECI DGCS and / or AICS or other donors, for certain, liquid debts and due, including debt situations resulting from revocation measures grants for projects promoted and / or entrusted;
  • They have not behaved in a manner characterized by gross negligence or bad faith in the implementation of DGCS / MAECI, AICS projects, of other donors or in the exercise of theirs activities;
  • Ability to operate in the territory of intervention;
  • In case of joint projects in Temporary Purpose Association (ATS): each of the non-profit entities belonging to the ATS,.
