UN Women: Call for Proposals to Strengthen the Capacities of Local Authorities and Vulnerable Groups

UN Women has announced a call for proposals to strengthen the capacities of local authorities and vulnerable groups for rights based and gender responsive participatory planning and budgeting in Ukraine.

The current initiative will ensure that the key focus will be made on both developing the capacities of local authorities for rights-based and genderresponsive budgeting and empowering women from vulnerable groups by increasing their knowledge on their rights, local decision-making and budgetary processes and developing their advocacy skills, as well as on creating space for dialogue between the local authorities and various vulnerable groups of women.

Components

  • Component 1: Strengthening capacities of local authorities for rights based and gender responsive participatory planning and budgeting.
  • Component 2: Empowerment of vulnerable women and men for meaningful participation in the rights- and gender- based local programming, planning and budgeting.

Funding Information

  • The budget range for this proposal should be 300,000 USD – 323,000 USD (Budget for activities to be implemented under Component 1: up to 105,000 USD (2021 Budget Component 1: up to 58,000 USD; 2022 Budget Component 1: up to 47,000USD); Budget for activities to be implemented under Component 2: up to 218,000 USD (2021 Budget for Component 2: up to 81,000 USD; 2022 Budget for Component 2: up to 137,000 USD).

Timeframe:  22 March 2021 – 22 September 2022

Competencies

  • The organization has a well-developed framework, enabling the delivery of its vision and strategy, and effective realization of business processes;
  • Previous experience in conducting similar work/projects relevant to the scope of the current project;
  • Previous experience of work with local authorities and community-groups on gender-responsive budgeting;
  • Previous experience in conducting capacity development on gender-responsive budgeting for public local authorities and community-based groups;
  • Previous experience in developing the capacities of community-groups to effectively advocate with local public authorities;
  • Previous experience in developing knowledge products on gender-responsive budgeting;
  • Previous experience of work at the regional and local level, especially in the conflict-affected Donetsk and Luhansk regions, and coordination of cooperation between various organizations and institutions;
  • Reference letters on at least two relevant projects implemented in the past three years.
