The Italian Agency for Development Cooperation (AICS) has launched a call for applications for the Protracted emergency: targeted humanitarian assistance to improve food security, basic health and educational services in Syria, as well as to strengthen the resilience of the population in need - phase IV (AID 11214.04.4) Emergency intervention and early recovery in the fields of protection, food security and livelihoods, health and education for strengthening the resilience capacity of the vulnerable population in Syria.
The specific objectives of the initiatives covered by this Call for Proposals are:
- AID 012151/01/6: provide life-saving humanitarian assistance, increase the protection of population most at risk (minors, young people, the elderly, women, people with chronic diseases, disabilities and injuries or people with different levels of autonomy, displaced persons, returnees, especially if head of the family) and strengthen their resilience and access to basic services, with particular reference to education, environmental health and hygiene and safety feeding the most vulnerable Syrian population;
- AID 012214/04/4: improve the satisfaction of the basic needs of more populations vulnerable in Syria (women, children, the elderly, people with disabilities), through interventions that increase food security, guarantee health and education conditions dignified and strengthen their resilience.
Results
The expected results for both initiatives are:
- R1) Improvement of the food security of the most vulnerable and capacity building of the most vulnerable Syrian population to ensure their own food security and to realize income generating activities;
- R2) Improvement of quality and access to basic social services in the health sector educational.
Beneficiaries
Recognizing that the protracted crisis requires the identification of assets that take into account the different local scenarios according to the areas of intervention, the complex ones market dynamics and the presence of a wide variety of stakeholders, the program addresses people to the most vulnerable categories and with specific needs as outlined in the HNO 2019 and in the its revision for 2020 and in the HRP 2019/2020. Therefore, the following types of beneficiaries:
- About 30,000 Syrian families, for an approximate total of 150,000 people, belonging to the most vulnerable sections of the population, who will benefit from access to services and humanitarian aid conveyed by the program and will have their basic needs met 20;
- Local civil society organizations, in particular cooperatives and associations of women and people with disabilities who will be involved in the program, and their counterparts who they will collaborate with the Italian CSOs in carrying out the interventions and will improve the their technical and management skills;
- Indirectly, the Syrian communities that will benefit from the improved conditions of family life.
Funding Information
- Funding requested from AICS not exceeding: € 1,000,000.00 (one million / 00) -sectorial / multisectoral, both for project proposals presented by a single CSO, and for project proposals submitted by a Temporary Association of purpose (ATS) of OSC
- Maximum duration of project activities: minimum 16 (sixteen) months, maximum 20 (twenty) months.
Geographic Areas
In the light of the identified needs, the indications coming from various international and local actors engaged in responding to humanitarian needs and supporting the resilience of the Syrian population, possible actions can be carried out in all those areas of the Syrian territory accessible by humanitarian workers, trying, where possible, to maintain a balance between the funds allocated to CSOs operating in the different areas of the country, governmental and non-governmental, and in line with the humanitarian principles of humanity, neutrality, impartiality and independence.
Eligibility Criteria
Non-profit entities can submit project proposals for this Call for Proposals that, at the date of publication of this document, are in possession of all the following requirements:
- Registration of Law 125/2014, or, for the subjects non-profit organizations with no operational headquarters in Italy (local and / or international non-profit entities), partnership agreement with one of the parties registered on the aforementioned list. The deal canbe of various kinds (affiliation, association, partnership) but must still be, under penalty of exclusion, of a general nature, pre-existing to this Call for Proposals (therefore not limited to a specific action or established only for the purposes of participation in the this Call) and must remain valid even after the conclusion of the activities relating to the Call;
- Specific and proven experience in humanitarian aid interventions in the geographical area subject of the project proposal;
- Specific and proven experience in humanitarian aid interventions in the sector (s) concerned the project proposal;
- For non-profit entities without an operational headquarters in Italy (local non-profit entities and / or international), be established in compliance with the legislation in force in the country of membership;
- They are not indebted to the MAECI DGCS and / or AICS or other donors, for certain debts, liquid and payable, including debt situations deriving from revocation measures grants for projects promoted and / or entrusted;
- They have not behaved in a manner characterized by gross negligence or bad faith in the realization of projects DGCS / MAECI, AICS, of other donors or in the exercise of theirs activities;
- Ability to operate on site;
- In case of joint projects in Temporary Association of Purpose (ATS): each of the non-profit entities belonging to the ATS
