The Institute for War & Peace is accepting applications for Partnerships for Resilience (P4R).

The Institute for War & Peace Reporting will deliver the Partnerships for Resilience (P4R) project over the next 15 months. The aim of this project is to foster a safe and enabling environment for CSOs, human rights defenders, journalists, and women activists so they can operate more effectively in Libya.

The Institute for War & Peace Reporting will partner with 6 CSOs to establish civil society partnerships and collaboration hub among like-minded organizations through capacity building, partner-matching, mentoring and project development support and will facilitate collaborative project development though small grants to support advocacy and outreach campaigns promoting freedom of expression, assembly and association.

The Institute for War & Peace Reporting (IWPR): IWPR is a non-governmental organization that gives voice to people at the frontlines of conflict and transition to help them drive change.

IWPR supports activists, human and women's rights defenders, reporters, and citizen journalists in many countries in conflict, crisis, and transition around the world. They contribute to peace and good governance by strengthening the ability of media and civil society to speak out. They do this by training, mentoring, and providing platforms; building up the institutional capacity of media and civic groups; and working with independent and official partners to remove barriers to free expression, robust public debate, and citizen engagement.

The selected CSO partners will be called on to:

• Select one CSO member to participate in a partnership and co-creation conference.
• Partners will then be invited to submit collaborative proposals and budgets– the proposed activities will focus on defending civic space and free expression and they will then be reviewed by a selection panel resulting in up to 3 sub awards made to networks of two or more organizations.
• Actively participate in the project capacity assessment that will cover seven elements of the organizational development: strategic focus, stakeholder relations, organizational structure, human resources (HR), systems and procedures, financial management, and program management.
• Actively participate in group training workshop, training(s) and mentoring sessions.

Selection Process

The Expressions of Interest will be reviewed by the Selection Committee. A total of 6 organizations will be selected to participate in the project based on the following assessment criteria:

• Demonstrable commitment to gender rights in Libya and a track-record of implementing free expression, women’s empowerment related activities and/or innovations;
• Ability to navigate local security and political conditions strategically and safely;
• Openness to capacity-building support to enhance institutional and technical capacities;
• Demonstrated gender sensitivity and commitment to women’s rights;
• Demonstrated conflict sensitivity, adherence to ‘do no harm’ principles, and inclusion of multiple perspectives;
• A history of collaboration with like-minded organizations and/or governmental institutions locally, regionally, and/or internationally;
• Applicants must be actively registered with the Civil Society Commission in Libya;
• As part of our commitment to sustainably development programming, applicants with previous experience managing and implementing international funding and subgrants will be given first consideration in the selection process.
