The Ministry of Environment, Waters and Forests, as Program Operator for the EEA Grants 2014-2021, launches the call for project proposals "Restoration of wetlands and peatlands", funded under the Financial Mechanism of the European Economic Area 2014-2021.
The present call for proposals is addressed exclusively to the projects for "Restoration of wetlands and peatlands", supporting the Ecosystems and biodiversity component of the Programme, designed to respond to needs and problems identified during the stakeholder consultations in the previous implementation period.
Through this proposal, the RO-Environment Programme aims to address restoration of the most severely degraded wetlands/peatlands and the expectations from the degraded peatlands/wetlands rehabilitation is to obtain the highest possible, positive impact on the environment within the strategic and financial framework of the EEA Grants.
Objectives
The objectives of the EEAFM2014-2021 are:
- Reducing the economic and social disparities in the European Economic Area;
- Strengthening the bilateral relations between the Donor States and Romania.
Outcomes
This Programme supports the implementation of the objective of the EEA Financial Mechanism 2014-2021 by specific outcomes:
- improving the ecological status of the supported habitats,
- improving the capacity to manage and address the risks from hazardous substance,
- increasing the capacity at local level to mitigate and adapt to a changing climate,
- improving geographic information tools for decision makers in place,
- enhancing collaboration between beneficiary and donor state entities involved in the Programme.
Funding Information
The total amount allocated is 3,550,000 Euro, representing:
- 3,017,500 Euro (85%) - contribution of the EEA Financial Mechanism 2014-2021;
- 532,500 Euro (15%) - the national contribution.
Eligibility Criteria
Eligibility of Project Promoter:
- An eligible applicant, as Project Promoter, within the present call for proposals is any public or private entity, commercial or non-commercial and non-governmental organization, which cumulatively fulfills the following criteria:
- has the status of legal entity registered in Romania,
- falls into one of the following categories:
- non-governmental organization, which:
- is an NGO and is constituted on the basis of Government Ordinance No. 26/2000 regarding associations and foundations, approved by Law No. 246/2005, as subsequently amended and supplemented,
- was established at least 2 years ago and its activity, according to the statutory documents, is, among other things, environmental protection and / or nature protection.
- company, which:
- is established on the basis of Law No. 31/1990 on companies (republished), as subsequently amended and supplemented, and falls into the category of SMEs (micro, small or medium sized enterprises, as defined in Recommendation 2003/361 / EC),
- was established at least 2 years ago and its activity, according to the statutory / constitutive documents, is, among others, environmental protection and / or nature protection.
- Public institution whose responsibilities include, among others, the protection of the environment and / or the protection of nature (environmental protection agencies, National Agency for Protected Natural Areas, County Councils, Local Councils, etc.).
- Research institution in the field of environmental protection and / or nature protection.
- Educational institution that also has in its curriculum the fields of environmental protection and/ or nature protection.
Eligibility of Project Partners:
- Eligible Project Partners are public or private, commercial or non-commercial entities, as well as nongovernmental organizations, which have the status of legal persons, either in the Donor States (Norway, Iceland, and Liechtenstein) or in Romania, which are actively involved in the implementation of the project and effectively contribute to it. The project partner must cumulatively meet the following criteria:
- has the status of legal person registered in the state of origin according to the applicable law,
- falls into one of the following categories:
- Project partners from Romania:
- non-governmental organization
- company
- a public institution that has among its responsibilities the protection of the environment and/or the protection of nature (Environmental protection agencies, National Agency for Protected Natural Areas, County Councils, Local Councils, etc.);
- research institution in the field of environmental protection and / or nature protection;
- educational institution in which the curriculum includes the fields of environmental protection and / or nature protection.
- Project partners from the Donor States:
- any public or private entity, commercial or non-commercial, including non-governmental organizations, with legal personality, established in one of the Donor States.
