Calouste Gulbenkian Foundation: Increased Support for Human Rights in Portugal

The Calouste Gulbenkian Foundation is seeking applications for increased support for human rights in Portugal.

The present call for applications lays down the specifications to apply for large projects under Outcome 2 of the Programme – “Increased support for human rights”, one of the four areas of the Active Citizens Fund in Portugal as set forth in Article 3 of the Programme Rules.

Objectives

Projects to be selected under this Call shall aim primarily at increasing support for human rights and shall consider the overall objectives of the Programme as set forth in Article 2 of the Programme Rules.

Activities

  • Human rights education and training, in particular for young people;
  • Empowerment of children as rights-holders rather than mere subjects of protection;
  • Awareness raising campaigns and actions that prevent or fight human rights violations such as discrimination on any ground, racism, hate speech and all forms of violence;
  • Activities valuing human diversity and promoting tolerance and the acceptance of that which is different;
  • Promotion of gender equality, including in parenthood and employment; f. Advocacy work on human rights;
  • Research and analysis activities supporting political action in favour of human rights;
  • Cooperation and participation in the decision-making processes concerning public policies on human rights;
  • Collection and reporting of information regarding human rights violations;
  • Support to civil litigation processes in favour of human rights (counselling, legal assistance, etc.);
  • The creation of platforms and the use of digital matchmaking tools to facilitate and develop actions that promote intercultural dialogue and human rights;
  • Identifying and adopting good practices in specific areas of human rights in the context of a developing digital society.

Funding Information

  • Large projects under this area shall have a total supportable cost above 30 000 euros and less than or equal to 120 000 euros, with the eligible costs of the project co-financed at a rate of up to 90%.
  • The maximum duration of large projects to be selected under this call for applications shall be 30 months, with an expected start date between March and May 2021.

Eligible Applicants

  • Project promoters must comply with the general conditions of eligibility of the Programme established in Articles 9 and 10 of the Programme Rules.
  • In the context of this call for applications it is mandatory that projects are implemented through partnerships. Partner entities must comply with Articles 9 and 12 of the Programme Rules.
  • Each entity, either as promoter or as partner, must comply with the limits on accessing support stated in paragraph 4, Article 19 of the Programme Rules.
  • Applicants may also have access to bilateral cooperation initiatives for match-making and search for project partners, and to prepare donor partnerships for large projects under a separate call for applications.
