Call for Proposals: Supporting CSOs to contribute the achievement of SDGs (Mexico)

The European Commission is calling proposals to Support to Civil Society Organisations to Contribute to the Achievement of the Sustainable Development Goals.


Through this call for proposals, the CSO-LA thematic programme will provide specific support to civil society organisations in México in order to contribute to the achievement of the SDG 107 that aims at reducing inequality and the SDG 168 dedicated to the promotion of peaceful and inclusive societies.

Objectives

  • The global objective of this call for proposals is to support CSOs as actors of governance in their own right by strengthening their capacity to participate effectively in public policies formulation and in the monitoring of public policies implementation in order to contribute to the achievement of the sustainable development goals (SDGs), in particular SDGs 10 and 16, to promote and strengthen social cohesion and ensure no one is left behind.
  • The specific objectives of this call for proposals are to support CSOs in Mexico in developing public awareness and critical understanding of the causes, consequences, identify and formulate solutions to economic inequalities and engaging with public authorities and legislative powers at federal and state levels to advocate for public policies aligned to the SDGs objectives and the access for all to quality public services aiming at reducing income inequalities.
  • Actions proposed must prioritise the participation of Youth and Women (including minorities) as agents for change.

Funding Information

  • The overall indicative amount made available under this call for proposals is EUR 3.666.666 financed by the budget line.
  • Any EU requested contribution under this call for proposals must be equal to EUR 1.833.333 (i.e. two grants could be awarded under the present call for proposals). Any EU requested contribution under this Call for Proposals must fall between the following minimum and maximum percentages of total eligible costs of the Action:
    • Minimum percentage: 60% of the total eligible costs of the action
    • Maximum percentage: 90 % of the total eligible costs of the action

Eligibility Criteria

Lead Applicants

  • In order to be eligible for a grant, the lead applicant must:
    • be a legal person and
    • be non-profit-making and
    • be representative of a regional and/or global umbrella organisation of CSOs signatory of a Framework Partnership Agreement (FPA) with the European Commission with the aim to implement the Strategic Plan and  
    • be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary
  • Potential applicants may not participate in calls for proposals or be awarded grants if they are in any of the situations

Co-Applicants

  • The lead applicant must act with at least two co-applicants.
  • In order to be eligible for a grant, the co-applicant(s) must:
    • be a legal person and
    • be non-profit-making and
    • be a civil society organisation, and  
    • be established in Mexico

Affiliated entity

  • The lead applicant and its co-applicants may act with affiliated entity(ies).
  • Only the following entities may be considered as affiliated entities to the lead applicant and/or to coapplicant(s)
  • Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
  • This structural link encompasses mainly two notions:
    • Control, as defined in Directive 2013/34/EU on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
      • Entities affiliated to an applicant may hence be:
        • Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
        • Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant
        • Entities under the same direct or indirect control as the applicant (sister companies).
    • Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association,…) as the proposed affiliated entities.
