European Instrument for Democracy and Human Rights - Mexico 2021 Program

The European Union (EU) has launched a call for proposals for the 2021 European Instrument for Democracy and Human Rights Program to support the work of local organizations in favor of the human rights and human rights defenders in situations that place them in the greatest risk in Mexico.


Objectives

 

The main objectives of the European Instrument for Democracy and Human Rights to level global are:

 

  • Support for human rights and human rights defenders in situations that affect them put you at higher risk.
  • Support for other Union priorities in the field of human rights.
  • Support for democracy.
  • Electoral observation by the European Union.
  • Support to specific key actors and processes, including international instruments and mechanisms and regional in the field of human rights.

 

The specific objectives of this call for proposals are "to influence public policies"regarding:

 

  • Protection of human rights defenders including journalists in risk, at the federal level and especially at the state level
  • Prevention, attention to family members, search and investigation of cases of disappearance and forced disappearance of people

 

Funding Information

 

The total indicative amount allocated to this call for proposals is EUR 2,200,000. The Contracting Body reserves the right not to award all available funds.

 

Amount of subsidies

 

The grants requested within this Call for Proposals will be comprised between the following minimum and maximum amounts:

 

  • Minimum amount: 500,000 EUR
  • Maximum amount: 700,000 EUR

 

Eligibility Criteria

 

Lead applicant(s)

 

To be eligible for a grant, the lead applicant must:

 

  • be a legal person and
  • not for profit and
  • be a non-governmental organization, and
  • no nationality restriction applies. However, considering the natureof the objectives, priority will be given to institutions and organizations of civil society Mexican. In case the applicant is a non-Mexican organization, you must have a Mexican co-applicant, and
  • be directly responsible, with their co-applicants and affiliated entities, for the preparation and management of the action and not simply acting as an intermediary.

 

Co-applicant(s)

 

  • The co-applicants will participate in the design and implementation of the action, and the costs they incur will be Eligible in the same way as those made by the main applicant.
  • Co-applicants must meet the eligibility criteria applicable to the lead applicant himself.
  • Co-applicants must sign the mandate form.

 

Affiliated entity(ies)

 

  • The lead applicant and his co-applicant (s) may act with affiliated entities.
  • Only the following entities may be considered entities affiliated to the main applicant or to the co-applicant (s):
    • Only entities that have a structural link to applicants (i.e. lead applicant or a co-applicant), especially if the link is legal or capital.
    • This structural link mainly covers two aspects:
      • The control, as defined in Directive 2013/34 / EU on the annual financial statements, the consolidated financial statements and other related reports of certain types of companies:
        • Thus, the entities affiliated with an applicant can be:
          • Entities controlled directly or indirectly by the applicant (affiliated companies or affiliates of first level). They can also be entities controlled by an entity controlled in turn by the applicant (second level affiliates), and the same applies to subsequent levels of control.
          • Entities that directly or indirectly control the applicants (parent companies). Likewise, they may be entities that control an entity that in turn controls the applicant.
          • Entities under the same direct or indirect control as the applicant (associated companies).
    • Adhesion, that is, the applicant is legally defined as, for example, network, federation or association in which the proposed affiliated entities also participate, or participate in the same entity (eg network, federation or association,…) than the proposed affiliated entities.
