The European Union (EU) has announced a call for proposals for the "Civil Society Organizations-Local Authorities".
This relationship has been strengthened over the years through the Program entitled "Civil Society Organizations and Local Authorities in Development. Within the scope of that program, the European Union Delegation in Angola, Tanga, annually, an invitation to submit proposals, in the 2015-2015 period, a total budget of 9.3 million euros was made available.
Objectives
General objective of the present call for proposals to reinforce the intention of CSOs in the formulation, implementation and diffusion of inclusive initiatives, in areas that face environmental challenges, in urban spaces, with a focus on the protection of vulnerable forests.
The specific objectives of this call for proposals are as follows:
- At national and local level: strengthening the intention of CSOs and LAs to contribute to good government, good management of natural resources, sustainable development and improvement the socio-economic conditions of women and young people and other more vulnerable groups (people with disabilities and ethnic minorities).
- Increase, at the local and national level, network acceptance with public and private actors to incorporate into the Angolan economy more efficient production models in favor of the environment, with activities based on the reduction, reuse, recovery and recycling of materials and energy.
Priority Issues
The Thematic Financing Program "Civil Society Organizations and Local Authorities" for the period 2014-2020, approved through Regulation No. 233/2014 (EU) by the European Parliament and the Census on March 11, 2014, contributes to the achievement of the policy defined above and establishes three priorities:
- Highlight, at the national level: strengthening CSOs and LAs to contribute to good governance and the development process;
- Reinforcing, at regional and global level, CSO networks and LA associations;
- Develop and support education and initiatives to promote the reorientation of awareness, and the mobilization of citizens for development.
Funding Information
The indicative global amount made available under the "scope of this call for proposals is EUR 1 802 250. The contracting authority reserves the right not to allocate all available funds.
Value of grants
The grants to be awarded under this call for proposals must be between the following minimum and maximum amounts:
- minimum amount: EUR 300,000
- maximum amount: EUR 500,000
Eligibility Criteria
Lead applicant(s)
To be eligible for a grant, the main applicants must:
- be a legal person or entity without legal personality or a natural person and
- not be for profit and
- be a specific type of organization, such as: non govemamental organization, private sector representatives and trade associations or associations (non-profit), public sector operator, international organization, as defined in article 156 of the Financial Regulation the EU;
- and be established in Angola or a Member State of the European Union, or the United Kingdom or a Member State of the European Economic Area (FEE)
- be directly responsible, together with their correspondent (s) and affiliated entity (ies), for the preparation and management of the action and not act as intermediaries.
Co-applicant(s)
- Co-applicants must participate in the granting and execution of the action and the costs in which they differ are eligible in the same way as the costs borne by the main applicant.
- Co-applicants must satisfy the same eligibility criteria as they apply: applicable to the main applicant.
- Applicants must sign the mandate form.
- If the grant contract is awarded, the co-applicant (s) (if any) will be the beneficiaries of the action (together with the coordinator).
Affiliated entity(ies)
- The main applicant and the co-applicant set (s) may compete with affiliated entity (ies).
- Only the following entities can be considered as entities affiliated with the main applicant and / or the co-applicant (s):
- Only legal entities that have a structural link with the applicant (that is, the main applicant or a co-applicant), namely a legal or financial bond.
- This structural link essentially includes two notions:
- Control, as set out in Directive 2013 / 34UE on annual financial statements, consolidated financial statements and related reports of certain forms of companies:
- Thus, entities affiliated with an applicant can be:
- Entities controlled directly or indirectly by the applicant (affiliated companies). They can also be entities controlled by an entity controlled by the applicant (sub-subsidiary companies), the same applying to subsequent levels of control;
- Entities that control the applicant directly or indirectly (parent companies). Likewise, they can be entities that control an entity that controls the applicant;
- Entities under the same direct or indirect control as the applicant (joint companies).
- Membership status, that is, the applicant is legally defined as, for example, a network, a federation, an association in which the proposed affiliated entities participate equally or the applicant participates in the same entity (for example, a network, a federation an association) that the proposed affiliate entities.
