The Bureau of International Labor Affairs (ILAB), U.S. Department of Labor (USDOL, or the Department), announces the availability of approximately $7,152,500 (subject to the availability of federal funds) for one cooperative agreement to fund a technical assistance project in Southeast Asia to work with the Association of Southeast Asian Nations (ASEAN) to counter forced labor and abusive working conditions in the region’s fishing industry.


ILAB leads the U.S. Government’s (USG) efforts to improve working conditions and fight labor exploitation around the world. ILAB’s mission is to promote a fair global playing field for workers in the United States and around the world by enforcing trade commitments, strengthening labor standards, and combating international child labor, forced labor, and human trafficking. ILAB’s Office of Child Labor, Forced Labor and Human Trafficking (OCFT) works to eliminate child labor, forced labor and human trafficking through international research, policy engagement, and technical cooperation.

This FOA solicits applications to implement a project with the objective of increasing action by ASEAN to counter forced labor and abusive working conditions in the region’s fishing industry.

Outcomes

Project outcomes include:

  • Outcome 1: Increased capacity of ASEAN sectorial bodies and member states to address forced labor and abusive working conditions in the region’s fishing industry;
  • Outcome 2: Increased ASEAN engagement with private sector actors to address forced labor and abusive working conditions in the region’s fishing industry; and
  • Outcome 3: Increased ASEAN engagement with civil society to address forced labor and abusive working conditions in the region’s fishing industry

Funding Information

  • Funding will be provided in the form of a cooperative agreement. Approximately $7,152,500 is expected to be available to fund approximately one or more award(s). Applicants may apply for a ceiling amount of up to $7,152,500 total costs.
  • The period of performance is a maximum of 4.5 years (54 months) from the effective date of the award.
