Nigeria: Request for Applications on Strategic HIV/AIDS Response Program Task Order One (SHARP TO 01

The Strategic HIV/AIDS Response Program Task Order One (SHARP TO 01), implemented by Chemonics International, is seeking grant applications from qualified, locally registered community-based organizations that will focus on increasing awareness and knowledge about HIV/AIDS, promoting healthy behaviors including risk avoidance, HIV counseling and testing services and improving referrals and linkages to care and treatment services thus contributing to the projects objective of providing high quality and effective high-impact, evidence-based HIV/AIDS/TB interventions to meet Nigeria’s state/LGA-specific goals.

The grants will be awarded and implemented in accordance with USAID and US Government regulations governing grants under contracts and SHARP TO 01’s internal grant management policies.

SHARP TO 01 is a two-year project funded by USAID and implemented by Chemonics International. The goal of the project is to identify and support proven interventions through improvement of service delivery and strengthening health systems with an expanded effort with the Government of Nigeria (GON) in Kebbi, Kwara, Niger, Sokoto, and Zamfara States.

The project will focus its support for service delivery in the following intervention areas:

  • Targeted and efficient HIV and TB case identification and linkage to care and treatment
  • Enrollment of patients on HIV/AIDS therapy with adequate adherence and minimal loss to follow-up;
  • Successfully suppress HIV viral load;
  • Increase GON capacity to expand, coordinate, and finance HIV/AIDS and TB services.

Activities

In the area of GBV prevention and response, the CBO will be responsible for the following activities and objectives:

  • Create awareness in communities about GBV
  • Identify GBV affected women for service provision
  • Provide individual counseling to GBV affected women
  • Document women affected by GBV into the GBV register
  • Escort affected clients to a health facility for Clinical Services
  • Handover client to GBV focal person at the facility level
  • Follow-up with each client to ascertain services received and completeness of referrals & linkages
  • Create monthly meeting forum ( SUPPORT GROUP) for women affected by GBV
  • Identify other organizations (FIDA, Catholic Women Association, FOMWAN etc.) that provide GBV related services required by affected women for linkages
  • Conduct Health Education and skills development sessions for women affected by GBV
  • Conduct condom demonstration and supply condoms to clients affected by GBV
  • Increase gender-related policies and laws that increase legal protection
  • Increase gender-equitable access to income and productive resources, including education
  • Facilitate access for the utilization of  HIV prevention, care, treatment, and support services for women, girls, men and boys affected by GBV
  • Conduct education sessions for women and girls/men and boys on how to and why they need to exercise their rights
  • Teach women and girls/men and boys on measures to protect themselves and improve their health outcomes
  • Document all services provided in the GBV registers and reports
  • Submit reports to Chemonics SHARP TO1 staff at the state and central office on a monthly basis.

Funding Information

SHARP TO 01 anticipates awarding multiple grants under this RFA targeted at the community level. It is anticipated that each grant award may range from NGN 1,000,000 to NGN 5,000,000 of the expected award.  Final amount will be dependent upon grant activities and final negotiation. The duration of any grant award under this solicitation is expected to be for 8 months. The estimated start date of grants awarded under this solicitation is the first quarter of 2021.

Eligibility Criteria

  • Applicants must be a registered Nigerian community-based organization, not-for-profit or for-profit NGOs, and/or civil society organization formally constituted, recognized by and in good standing with appropriate Nigerian authorities, and compliant with all applicable civil and fiscal regulations.
  • Applicants may only submit one application per prime organization under this RFA.
  • Applicants must be able to demonstrate successful past performance in the implementation of integrated development programs related to the SHARP TO 01 priority areas and have been working in their communities of operations for a minimum of three years.
  • Applicants must have an existing presence in at least one of the five SHARP TO 01 implementing states of Kebbi, Kwara, Niger, Sokoto, and Zamfara.
  • Applicants must have established outreach capabilities with linkages to the beneficiary group(s) identified in the program description. This should be reflected by the incorporation of the beneficiary perspective in the application.
  • Applicants must display sound management in the form of financial, administrative, and technical policies and procedures and present a system of internal controls that safeguard assets; protect against fraud, waste, and abuse; and support the achievement of program goals and objectives. SHARP TO 01 will assess this capability prior to awarding a grant.
