The United Nations Development Programme (UNDP) is kindly request you to submit your Proposal for "Resilient Livelihood Restoration and Recovery Project for the super typhoon Rolly/Goni - Province of Albay”.
UNDP early recovery intervention considers the build-back better principle; thus, all actions in the immediate term shall serve as building blocks for the over-all long-term sustainable economic recovery. The over-all goal is to put in place Safer, Adaptive, and Resilient Communities through Sustainable and Resilient Local Economies and Environment. Support and choice of livelihoods shall adhere to the following guiding principles: a) market/demand-driven; b) resource-based; c) ecological soundness; d) empowerment at all levels (individual and community-level enterprises); e) inclusivity and gender sensitivity; and, f) consideration to climate and risk reduction elements.
Specifically, the NGO shall perform the following tasks:
- Directly implement and administer the working capital assistance and savings to the select priority beneficiaries in the 7 LGUs;
- Selection of the beneficiaries based on criteria agreed with the APSEMO and UNDP, to be validated with the respective LGUs;
- Preparation of simple feasibility study with beneficiaries;
- Mobilization of LGU youth volunteers for support in the identification of beneficiaries, family profiling of selected beneficiaries, preparation of simple feasibility study, and in conducting monitoring activities;
- Conduct capacity building support like training and mentoring on business management and values formation;
- Monitoring of beneficiaries’ implementation of micro-enterprise projects;
- Conduct of family profiling of selected beneficiaries, including skills inventory;
- Documentation of good practices and lessons learned;
- Referral of other members of the family to other agencies for possible support, i.e., skills training; and,
- Submission of Progress Report to UNDP and Provincial Government through APSEMO.
Funding Information
- Proposals amount should be maximum of USD 155,000 (equivalent Peso) for Albay. The NGO partner is needed to directly implement the Project in close collaboration with UNDP, the APSEMO, and the concerned LGUs.
- The amount requested in the proposal should be commensurate with the organization’s administrative and financial management capabilities. Project implementation must not exceed the duration of 5 months.
Eligibility Criteria
- NGOs that have already submitted the information requested in the previous process conducted by UNDP Philippines in the year 2020 do not have to resubmit their documents related to the RFI and CACHE template again.
- The parameters that will determine whether an NGO is eligible to be considered by UNDP will be based on the requirements indicated in the TOR and in NGO Request for Information (RFI) and Capacity Assessment checklist (CACHE) templates.
