The Italian Agency for Development Cooperation - Headquarters of Amman (hereinafter “AICS Headquarters”) has announced a call for applications for the Economic Support Activities for Groups Vulnerable to Consequences of Syrian Crisis and COVID-19 Pandemic.
With this Call it is therefore intended to promote actions aimed at mitigating the impact socio-economic impact that the pandemic has caused on vulnerable and marginalized groups within the Syrian crisis with a view to safeguarding and protecting the most fragile subjects.
Specifically, the proposals must therefore include economic support activities (cash-assistance) aimed at mitigating the effects of the COVID-19 emergency.
The project proposals must guarantee the following:
- Specify in detail the type of financial support proposed, the amount and number of disbursements provided for each of the target groups;
- Specify the expected payment methods (cash, vouchers, e-wallets, ATM cards, transfers through money-transfer agencies , etc.) clarifying the reasons in support of this choice;
- Present the ways in which the beneficiaries of the different groups will be identified and selected target and how to resolve any problems relating to access to these groups;
- Provide a specific post-distribution monitoring system and explain its organization and operation;
- Provide a solid coordination mechanism with the BNWG and other committed partners in similar activities.
Funding Information
- Funding requested from AICS not exceeding EUR 100,000.00 (one hundred thousand / 00) for the project proposals presented by a single OSC or by temporary associations of purpose (ATS) formed by two or more SCOs;
- Maximum duration of the project activities: 6 (six) months.
Geographical Areas
Consistent with the priorities defined at national level, the project proposals must primarily involve those areas of the country that have higher vulnerability indexes, in this case, the governorates of Amman, Irbid, Mafraq and Zarqa and Karak, selected not only for the high number of refugees present, but also due to the extreme poverty that characterizes urban refugees and the frequency of reported exploitation and abuse incidents.
Eligibility Criteria
Non-profit entities can submit project proposals for this Call for Proposals that, at the date of publication of this document, are in possession of all the following requirements:
- Registration in the list referred to in art. 26, paragraph 3, of Law 125/2014 and subsequent amendments and ii., or, for non-profit entities without an operational headquarters in Italy (local non-profit entities and / or international), partnership agreement with one of the subjects registered. The agreement can be of various kinds (affiliation, association, partnership) but it must in any case be, under penalty of exclusion, of a general nature, pre-existing to the present Call for Proposals (and therefore not limited to a specific action or established only for the purposes of participation in this Call for Proposals ) and must also remain valid after the conclusion of the activities relating to this Call for Proposals;
- Specific and proven experience in humanitarian aid interventions in Jordan;
- Ability to operate on site according to local regulations;
- For non-profit entities without an operational headquarters in Italy (local non-profit entities and / or international), be established and in compliance with the legislation in force in the country of membership;
- They are not debtors towards the MAECI DGCS and / or AICS or other donors, for certain debts, liquid and due, including debt situations resulting from revocation measures contributions for projects promoted and / or entrusted;
- They did not engage in behavior characterized by gross negligence or bad faith in the realization of projects DGCS / MAECI, AICS, of other donors or in the exercise of theirs activities;
- In case of joint projects in Temporary Purpose Association (ATS): each of the non-profit entities belonging to the ATS must meet the requirements.
