United Nations Development Programme (UNDP) seeks an NGO or Civil Society Organization to enhance the technical capacity of local CSOs and provide them resources to prevent and respond to SGBV and HPs at subnational and community levels.
The programme will be accompanied with strong capacity development support to strengthen the capacity of the relevant institutions to organize evidence-based advocacy campaigns to prevent SGBV/HPs and address SRHR; and engage in coordinating, planning, developing and implementing multi-sectoral programmes/interventions.
The activities are part of the EU/UN Spotlight Initiatives (a multi-national partnership initiative designed to eliminate all forms of violence against women and girls as well as increase access to sexual and reproductive health and rights services) and will be implemented in the five most-affected counties (Montserrado, Grand Cape Mount, Lofa, Nimba and Grand Gedeh).
Support the following three (3) government institutions:
- Liberia National Fire Service, Liberia National Police and the Judiciary (Judicial Training Institute) to integrate SGBV/SRHR into the curriculum of service personnel and provide oversight in compliance with international standards.
- Specifically designing of curriculum and tools that respond to SGBV/VAWG in the Institutions
- Conduct validation workshops with relevant stakeholders
- Design and hold training sessions for service personnel on curriculum usage and provision of oversight in compliance with international standards
- Print and disseminate the curriculum.
- Review existing strategies and work along with 10 national CSOs to develop strategies, plans and /or programs with a costed action plan to prevent and respond to VAWG, including SGBV/HP, and promote women and girls' SRHR, for women and girls facing intersecting and multiple forms of discrimination.
- Transfer of funds to at least 10 Civil Society Organizations to conduct monitoring and reporting of prosecutorial services and implementation of the costed action plans in the five targeted counties
- Train, coordinate and monitor CSOs who developed action plans in 2019 for implementation and report on SGBV cases and prosecution in the counties
- Strengthen coordination and multi-sectoral approaches among the justice and security actors especially (SGBV Prosecution Crimes Unit, Criminal Court E and Women and Children Protection Section) and civil society organizations to address SGBV.

Eligibility Criteria
Grants will be awarded to organizations based on the following considerations:
- National Non-Governmental Organizations (NGO), Civil Society Organizations, Women's rights organizations
- Whether the CSO is registered in Liberia with office in Montserrado and/or other selected Spotlight counties (Montserrado, Lofa, Nimba, Grand Gedeh and Grand Cape Mount counties).
- The organization's proven administrative and financial management capacity to undertake the project;
- The feasibility and soundness of the proposal with sustainability strategies and related budget; and
- The institutional capacity of the CSO;
- The legitimacy and quality of the contribution and values that the CSO can provide for the attainment of development results and maximizing the impact of a programme/project
