The United States Agency for International Development (USAID) is seeking applications for a cooperative agreement from qualified entities to implement the RINDRA program that support the GOM (Government Of Madagascar) to achieve enhanced accountability and effectiveness.
Program Areas
USAID maintains that progress toward those objectives will result from USAID assistance to improve governance in three areas.
- First, the management of civil and business court cases through the establishment of a better case management system and training of court personnel on key areas of the law.
- Second, management of financial resources for development through:
- increased commune capacity to mobilize domestic resources and improved timeliness and transparency of financial flows downward from the central government to local government,
- improved budget formulation and execution in selected government entities and better capacity of the government to absorb donor funding.
- Third, the responsiveness of the GOM to its citizens through better training of personnel charged with local administration and the development of local platforms for citizen participation in local development and the capacity of citizens to take advantage of such platforms.
Funding Information
- USAID intends to provide approximately $14 million in total USAID funding over a five-year period.
Eligibility Criteria
- Eligibility for this NOFO is not restricted.
- USAID welcomes applications from organizations that have not previously received financial assistance from USAID.
- Please note that cost share is not a requirement. However, cost share is welcome as a demonstration of the applicant’s commitment to the success of the activity. Cost share will be used to break ties among applications with equivalent merit review ratings after evaluation against all other factors.
