Submit Proposals for 2021 Second Chance Act Youth Offender Reentry Program in United States

The U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Office of Juvenile Justice and Delinquency Prevention (OJJDP) is seeking proposals for funding under the FY 2021 Second Chance Act Youth Offender Reentry Program to provide grants to state, local, and Native American tribal governments, and nonprofit organizations, to provide reentry services and programs to youth.

Categories

  • Category 1: Youth Offender Reentry Program will support states, local governments, and tribal governments in partnership with interested persons (including federal corrections and supervision agencies), service providers, and nonprofit organizations to provide comprehensive reentry services for moderate to high-risk youth offenders before, during, and after release from confinement.
    • Goal: The goal of this program is to increase public safety by reducing recidivism among moderate to highrisk youth following their release from a juvenile residential facility. For the purposes of this program, recidivism is defined as a return to a residential placement facility, jail, or prison with a new conviction or as the result of a violation of the terms of supervision within 24 months of initial release.
    • Objective: The program objective is the development and implementation of comprehensive pre- and postrelease reentry plans for youth returning to their communities after exiting confinement.
  • Category 2: Community-Based Youth Reentry Program will provide funding to nonprofit organizations to support transitional services to assist in the reintegration of youth into the community and to deliver training on offenders and victims' issues.
    • Goal: The goal of this category is to assist in the transition youth make from juvenile residential facilities to the community so that the transition is successful and promotes public safety.
    • Objective: Objective include the implementation and expansion of reentry programs that demonstrate partnerships with corrections, parole, probation, and other reentry service providers. These partnerships should develop comprehensive case management plans that directly address criminogenic risk and needs, as determined by validated criminogenic risk assessments, and include the delivery or facilitation of services.
