The U.S. Environmental Protection Agency (EPA), Office of Water, Office of Ground Water and Drinking Water is pleased to announce the 2020 Training and Technical Assistance to Improve Water Quality and Enable Small Public.

Awards made under this announcement support the following goal and objective:

• Goal 1: A Cleaner, Healthier Environment: Deliver a cleaner, safer, and healthier environment for all Americans and future generations by carrying out the Agency’s core mission:
  • Objective 1.2: Provide for Clean and Safe Water: Ensure waters are clean through improved water infrastructure and, in partnership with states and tribes, sustainably manage programs to support drinking water, aquatic ecosystems, and recreational, economic, and subsistence activities.
  • This incorporates Long-term Performance Goal 1.2.1: By September 30, 2022, reduce the number of community water systems out of compliance with healthbased standards to 2,700.

National Priority Areas identified in this announcement are for:

• Training and Technical Assistance for Small Public Water Systems to Achieve and Maintain Compliance with the SDWA, including Improving Financial and Managerial Capacity;
• Training and Technical Assistance for Small Publicly-Owned Wastewater Systems and Onsite/Decentralized Wastewater Systems to Help Improve Water Quality; and
• Training and Technical Assistance for Private Drinking Water Well Owners to Help Improve Water Quality.

Funding Information

The total estimated amount of federal funding potentially available under this announcement is $17,700,000, depending on Agency funding levels, the quality of applications received, agency priorities, and other applicable considerations. It is anticipated that a total of three to nine cooperative agreements, each with a project period of up to 18 months, will be awarded under this announcement.

Eligibility Criteria

Eligible applicants under this competition are nonprofit organizations, nonprofit private universities and colleges, and public institutions of higher education. For-profit organizations are not eligible to apply. States, municipalities, tribal governments, and individuals are not eligible to apply. Nonprofit organizations described in Section 501(c)(4) of the Internal Revenue Code that engage in lobbying activities the Lobbying Disclosure Act of 1995 are not eligible to apply. EPA may ask applicants to demonstrate that they are eligible for funding under this announcement.
